The abundant supplies of water power in the high mountain region of Bavaria led quite early to the development of electric locomotives. In order to satisfy the increasing requirements in heavy passenger traffic, Maffei produced several designs on contract from the German State Railroad for the Bavarian Group Administration. The final design was a locomotive with four motors, two each mounted to a jackshaft that powered two side rods. This resulted in a locomotive weight of 140 metric tons and a maximum speed of 90 km/h or 56 mph. These locomotives were initially classed as EP 5 and later as E 52 by the DRG. A total of the 29 of the original 35 units were acquired by the German Federal Railroad and were retired from service in the mid-1970s.
